Mission and Philosophy

With this document, the Mediterranean University of Albania affirms its vision to consolidate itself, by 2032, as a high-quality university in Albania and the region, recognized and valued for its academic standards and for its role as an important actor in development within the Albanian and broader higher education market. The development strategy represents not only an institutional roadmap, but also a clear commitment to fulfilling the university’s mission as a center of knowledge, scientific research, professional training, and civic education.

The development of this strategy has been based on a range of legal documents at both national and international levels, which ensure that the vision of MUA is aligned with the overall developments in higher education and scientific research. First and foremost, the strategy is grounded in the Law on Higher Education in the Republic of Albania, which defines the fundamental rules for the functioning of higher education institutions, providing the legal framework for academic autonomy, governance, quality assurance, and internationalization. In addition, the Law on Science, Technology, and Innovation has served as an orienting basis for defining MUA’s objectives in the field of scientific research, emphasizing the importance of developing research capacities and linking them to the knowledge economy and society.

Another important document in the formulation of this strategy is the National Strategy for Higher Education 2021–2026, which has defined national priorities in this field, including improving the quality of study programs, strengthening the link between education and the labor market, as well as promoting mobility and international cooperation. In this context, MUA has aimed to incorporate the main objectives of the national strategy, adapting them to its institutional profile and capacities.

At the international level, an important guiding reference is the United Nations Sustainable Development Goals (SDGs), particularly Goal 4, which aims to ensure “quality education for all” by 2030. This strategy seeks to contribute to this goal by increasing access to education, offering high-quality and inclusive programs, and developing the competencies necessary for citizens to participate effectively in the global market.
