Professional Training on “Public Procurement”

This professional course prepares qualified experts in the field of public procurement, in accordance with Law No. 162, dated 23.12.2020 “On Public Procurement,” Law No. 16/2024 “On some additions and amendments to Law No. 162/2020 ‘On Public Procurement’,” and the relevant bylaws. The program covers the entire procurement cycle: planning, drafting tender documents, publishing on the PPA (Public Procurement Agency), evaluating bids, and executing contracts. Participants are introduced to the principles of transparency, competition, and legal equality in procurement processes. The course also addresses the management of public funds, oversight of contract implementation, and institutional reporting. Included is a section on conflict of interest, professional ethics, and the prevention of corruption in procurement. The program combines theoretical lectures with practical exercises based on real tender documentation.

At the end of the training, a corresponding test is conducted based on the modules developed. Participants will be equipped with the necessary knowledge and skills to work in public administration or the private sector. The course concludes with a certification recognized by: the National Agency for Education, Vocational Training and Qualifications in the Republic of Albania. Additionally, the training offers participants the opportunity to build professional networks with experts and colleagues from various public and private institutions. The training aims to strengthen decision-making and managerial skills in procurement processes. Participants learn to identify legal and financial risks and apply best practices to ensure efficiency and transparency. Through real case studies and interactive discussions, participants develop practical skills that can be immediately applied in their work.
