Professional Training on "Public Procurement"
The "Public Procurement" professional training program aims to provide comprehensive theoretical, practical, and professional instruction in the field of public procurement. The primary goal of the course is to educate and train expert professionals capable of effectively managing public procurement processes. The legal framework governing this program includes Law no. 162, dated 23.12.2020, "On Public Procurement"; DCM no. 285, dated 19.05.2021, "On the approval of public Procurement rules", as amended; PPA Instruction no. 05, dated 25.06.2021, "On the use of the low-value procurement procedure and its development by electronic means", as amended; PPA Instruction no. 03, dated 19.05.2021, "On the use of the dynamic system for the purchase of international air transport tickets and its development by electronic means", as amended by PPA Instruction no. 04, dated 20.05.2022.
The modules of this program will combine the theoretical and practical knowledge necessary for practicing the profession. What is learned theoretically during the training, will be practiced through workshops, discussions, and group activities. This training consists of a total of 30 hours and is divided into several modules which include knowledge of procurement components and procedures, small-value procurement procedures and tenders, preparation of the tender file, qualification criteria and those for the selection of economic operators, technical specifications of public procurements, framework agreements, public procurement review procedures, administrative appeals, etc.
At the end of the training, the applicant is equipped with full knowledge to exercise the profession of an expert in "public procurement", thus obtaining all the practical and theoretical skills in determining the rules that apply to procurement procedures by authorities and contracting entities for public contracts and design contests for work and service goods, by contracting authorities with a focus on the procedural aspects of the contest/tender. The goal of this course is to increase the efficiency and effectiveness of experts in procurement procedures.
The training fee for public procurement expert is 30,000 (thirty thousand) ALL.
At the end of the professional training program, the candidate for public procurement expert will undergo a written exam lasting 2 hours, where the knowledge gained during the training will be tested. The maximum assessment will be 100 points, of which the candidate must obtain at least 80% to pass the exam.
If the candidate does not pass the exam successfully, he has the right to participate in the next exam, after repeating the training program.
With the successful passing of the exam, the evaluation certificate will be issued by MUA, which proves that the candidate has completed the professional training program and has acquired the necessary skills to be certified as an expert in "Public Procurement".
The candidates will be equipped with the relevant certificate, signed by the Rector of MUA.
The certificate contains name, surname, knowledge control exam scores, date of issue and serial number of the certificate, manager’s signature, and the training institution’s stamp.
